Description of Criminal Justice Program
The criminal justice program which can be identified in the county government of
Palm Beach will be the Criminal Justice Service. The program offers other several programs
under it, in which the programs will focus on citizens having access to justice and ensuring
crime in the county is no more. The ending or prevention of crime will focus on distinct
demographics where the problems which are being experienced by that particular
demographic will be solved (Palm Beach County, 2017).
Mission
The mission of the criminal justice program will focus highly on reformation and the
principle of accountability. The development of the mission will highly focus on problemoriented policing which examines the problems and address them (Vito, 2014, pp. 16-17).
The mission of the program strives to address the problems that have already been examined.
In lights of the criminal justice reformation, the county will aim at fixing the errors which
have been experienced in the criminal justice system. The principle of accountability will
highly play its role since it will ensure that the judicial professionals in the county will be
able to carry their work transparently and impartially. Hence, the program will make sure that
the legal professionals are performing their public task and ensuring that the distinct
demographics will have access to criminal justice. The program will highly focus on a

Through the use of SARA, the program will focus on recurring problems which are
being faced in the county. The program will further analyze what has led to the development
of the problem or what has brought about the issue. The program will also provide a
response which will provide the various ways the problem will be solved. Finally, the
program will assess the response and determine whether it is useful in the county or new
strategy can be identified to ensure that it will be effective (Higgins, 2014, pp. 15-16).
The recurring problem which will be the primary focus of this program will be the
lack of access to justice which will be experienced by the specific population involving
children and older adult. In light of the recurring problem, it is clear that both the children as
well as the elderly have been plagued with challenges which may deal with human rights.
Access to criminal justice will ensure that they are given voices, and hence they will be able
to identify their needs. The reason as to why access to criminal justice is such a recurring
problem in the county will be because of a lack of funds which will be used during the court
procedures from the filing of the case too when the case will be given a final judgment. As a
result of this recurring problem, there has been an enormous gap which has been seen in not
only the county but the whole country as well (Vito, 2014, pp. 15-16).

to make sure that the solutions will help the specific demographics to have access to criminal
justice will highly focus on offering legal representation to the particular demographics.
Since the main problem will be a lack of funds which will also cover the cost of legal
presentation, a legal presentation will be provided in both criminal and civil cases to the
specific demographics (Vito, 2014, pp. 15-16).
Another solution which has been provided will be mentoring the children and the
elderly persons as well as offering counseling services while they are undertaking the court
procedures in their search for criminal justice. The other solutions which will be included will
be; the prevention of crime, offering child protection as well as support system which will not
only focus on the children but will also focus on the elderly. When it comes to the assessment
of whether the response given by the criminal justice program is adequate, the solutions
which have been provided by the program will have to be effective and will have to ensure
that the criminal justice system in the county has undergone improvement after the solutions
have been implemented (Palm Beach County, 2017).

The program goals which are in line with the mission will help to address the needs of
the community. The set goals will rely on the S.MA.R.T analysis. The goals will have to be
specific and will have to show what the program aims to accomplish following its

community will focus on helping the children and the elderly by making sure the path to
justice is accessible (Higgins, 2014, pp. 18-19).

need has been resolved by ensuring that the principle of accountability which will be one of
the program goals will be maintained by the judicial officials while they are attending the
community in criminal and civil cases. The principle of accountability will make sure that the
judicial officials perform the duty in a fair manner which will involve transparency as well as
a reasonable level of impartiality when dealing with not only the targeted demographic but
the community as well (Higgins, 2014, pp. 18-19).

assessment will highlight the goals of the program through the SMART analysis (Higgins,

INTRODUCTION
Purpose of This Handbook
This handbook is guided by the belief that evaluation should be supportive and
responsive to projects, rather than become an end in itself. It provides a framework
for thinking about evaluation as a relevant and useful program tool. It is written
primarily for project directors who have direct responsibility for the ongoing
evaluation of W.K. Kellogg Foundation-funded projects. However, our hope is that
project directors will use this handbook as a resource for other project staff who have
evaluation responsibilities, for external evaluators, and for board members.
For project staff with evaluation experience, or for those inexperienced in evaluation
but with the time and resources to learn more, this handbook provides enough basic
information to allow project staff to conduct an evaluation without the assistance of
an external evaluator. For those with little or no evaluation experience, and without
the time or resources to learn more, this handbook can help project staff to plan and
conduct an evaluation with the assistance of an external evaluator.
This handbook is not intended to serve as an exhaustive instructional guide for
conducting evaluation. It provides a framework for thinking about evaluation and
outlines a blueprint for designing and conducting evaluations, either independently or
with the support of an external evaluator/consultant. For more detailed guidance
on the technical aspects of evaluation, you may wish to consult the sources
recommended in the Bibliography section at the end of the handbook.
