facts and evidence to help support you rationale)?
The prison system has been bedeviled by various challenges that have been a source of
great concern. The growth in this population especially among drug offenders and minorities has
raised a lot of concern over racial inequalities in the system. The federal government also spends
between $25,000 and 30,000 per year to cater for one incarcerated individual which has a great
economic impact of the nation. A reform in the system to address the social and economic
challenges that the system poses is of great necessity.

Section II: Identify your Audience
1) Who do you intend to persuade with your essay (Audience) and why (avoid naming

Legislators
2) What is the appropriate way to address this audience (professional, familial, friendly)? Why?
The best way to address the audience is professionally because they are professionals in

position and one that is backed by facts illustrating the urgency of the action called for.

to your audience?
The topic addresses an issue that falls in the jurisdiction of legislators as they formulate
the policies and laws that govern prisons. The topic aims to show the need for reform in this
sector and legislators would be interested to know some of the issues that bedevil the system and
that need immediate attention. In their quest to formulate policies and make reform, this paper
